SAUDI DONATES 140,468 BAGS OF FOOD ITEMS TO DISPLACED VICTIMS OF BOKO HARAM

The Kingdom of Saudi Arabia through King Salman Humanitarian Aid and Relief Centre has donated 140,468 bags of food assistance to displaced victims of Boko Haram in Borno and Yobe states.

In his remarks at the flag-off of distribution in Teacher Village displaced camp, Maiduguri Borno state, the Director-General of the National Emergency Management Agency, Engr. Mustapha Maihaja disclosed that 125,317 basket of food items will be distributed by the Center to 33,343 Households in designed camps and communities in Borno state for the next four months.

Maihaja commended the effort of Minister of Defence Retired Brigadier General Mansur Dan Ali who faclitated food assistance to the north east.

In Borno, a total 125,372 bags 25kg of Rice and bean and 62,686 Cartons of condiments and each contains; 4kg Semovita, 2 litres of Vegetables Oil, 29 sachets of Tomotoes, 1kg of Salt and 2 Sachets of seasoning are to be distributed directly through combined efforts of   NEMA, SEMA and critical stakeholders using vouchers system. Each household of six persons will get a food basket of 59.8kg  for the period of one month.

While in Yobe a total of 15,096 bags of 25kg of rice and bean with 7, 548 condiments are to be distributed to 3,774 households who have been identified to benefit from the gesture where the total food basket to be distributed was put at 225, 685.

Leader of the team an Assistant Director of Emergency Aid From King Salman Humanitarian Aid and Relief Centre, Nasser Alsubaie said the generous donation will benefit more than 840,000 Internally Displaced People in North East as the donation was a testimony of Humanitarian commitments by the centre.

It will recall that early this year Saudi Arabia pledged to donate the sum of  $10m for capacity building to NEMA and relief assistance to Federal Government in addressing the food crisis and resultant malnutrition caused by the Boko Haram insurgency in North East.

NEMA to Improve Disaster Management with EOCs

The National Emergency Management Agency (NEMA) is working to build befitting Emergency Operations Centres (EOCs) for robust response to disaster situations in the country, Director General, Engr Mustapha Maihaja has said.  

Addressing participants in the on going Emergency Operations Centres' training facilitated by the USAID in Abuja, he said experience from the response to the 2018 flood in Nigeria require more improvement in the management of disaster situations.

He said, "the 2018 flood in Nigeria has challenged us to improve the way we do things, though we were able to support the states through the establishment of five (5) territorial EOCs and national emergency operation centres. We are not resting on our oars, but we are forging ahead to sustain a befitting EOC for the country.

As part of the way forward, he said "we will continue to develop the capacity of staff to ensure that all principles and practices of disaster management are institutionalized."

He appreciated the government of United States of America through USAID for partnering with NEMA in the capacity development of its staff, noting that the "first training which was conducted in February on Emergency Operation Centre Design Management and Incident Command System were very helpful and instrumental in our response to the 2018 flood."

Engr Maihaja therefore request the USAID to sustain the partnership in supporting NEMA to evolve its programmes into global best practice and standards. 

 NEMA’s engagement with USAID started in 2016 with the Technical Advisors sent to the Agency to conduct capacity assessment of NEMA.

NEMA and NMA to Partner for Disaster Medical Assistance

The National Emergency Management Agency (NEMA) and the Nigerian Medical Association (NMA) have commenced a process of partnership to strengthen the provision of quick and appropriate emergency medical assistance to disaster victims in the country.  As a Bilateral Technical Working Group (BTWG) has been established between NEMA and the NMA to draw up details of the working relationship. 

Director General of NEMA Engr Mustapha Maihaja who led management staff of the agency to meet with the national executives of the NMA in Abuja at the weekend identified the imperatives for the partnership to actively engage members of the association in addressing gaps in the provision of medical supports in the aftermath of disaster incidents.

He said though there were a number of medical personnel in NEMA, response to disaster situations would always require more professionals "to guide and direct us appropriately."

The Director General said partnership with the NMA would avail the services of specialists in various medical fields to deal with situations such as malnutrition among Internally Displaced Persons (IDPs), deployment of First Aid by emergency workers and advocacy against environmental health issues among others. 

The national executives of the association led by the President Dr. Francis Adedayo in discussion with the NEMA management noted that the partnership would enable them offer more services to the less privileged and those in distressedin all the States of the Federation Including FCT with Specialist In all the Categories of the Medical Profession.

NEMA to Engage State Governments for Effective Disaster Management 

For efficient disaster management, the National Emergency Management Agency (NEMA) has resolved to engage state governments through intensive advocacy and sensitization on the need for states to key into disaster risk management as a multi-stakeholder activity.

The Director-General of NEMA, Engr. Mustapha Maihaja disclosed this at the weekend in Abuja during the closing of a special retreat of management staff and heads of its Zonal and operational offices.

He stated that one of the key parameters in disaster management was prompt response. Therefore, the agency’s response must improve to forestall late intervention.

On the upgrade of disaster management in Nigeria, He said, "emerging issues that are international in nature such as the aspect of disaster risk reduction vis –a- vis, Sendai Framework, Satellite Surveillance System for disaster preparedness and mitigation will be implemented or embraced."

"Policy documents established by the Agency are important operationally.  In view of the dynamic nature of   emergency management, these documents must be periodically reviewed and new ones considered necessary developed." He added.

He said efforts are being made " for proper distribution of equipment across the country for disaster management. Where not available, such shall be provided."

The DG said "there is a need for improved welfare scheme commensurate with what is obtainable in other countries” adding that modern administrative and managerial skills, as well as technologies, will be strengthened to boost efficiency" in the agency.

He revealed that the Governing Council of NEMA was particularly concerned about the present welfare condition of the staff, which was noted to be inadequate despite the risks involved in the discharge of their duties.

He assured of a close working relationship to bridge any gaps between the management staff and union to stave off the tendency of suspicion and acrimony for better industrial harmony.

NEMA SYMPATHISES WITH VICTIMS OF KATSINA FLOOD, ASSESSES COMMUNITIES 

In a swift response to  the flood disaster  in Jibia Local Government Area of Katsina State, the National Emergency Management Agency has delivered relief assistance to provide immediate  succour to the  affected  victims. 

Director General of NEMA Engr Mustapha Maihaja who was in Katsina to condole with state government and victims over the flood incidence,  said "I am here with  a team from the agency to also assess the situation and identify how NEMA could work with the state government towards providing proper assistance to the affected persons'.

The DG NEMA and his team were received by the Governor of Katsina State Alhaji Aminu Masari who appreciated the Agency for the prompt response to the flood.  The NEMA delegation led by the DG and officials of the state government also visited some of the communities affected by the flood and IDP camp.

About 13 trucks of assorted relief items were delivered by NEMA for immediate assistance to the victims of the flood.

Meanwhile, the DG NEMA along with State Governor also received the Vice President , Prof. Yemi Osinbanjo who was in the state to sympathise with state goverment and victims on behalf of Federal Government. The Vice President who confirmed the initial assistance by NEMA, said that the Federal Government along with the state will look into the cause of the flash flood with the view to provide lasting solution so that such incidence does not happen again.

NEMA CONDUCTS DETAIL ASSESSMENT OF DISASTERS IN BAUCHI STATE

The National Emergency Management Agency has commenced comprehensive assessment of the recent windstorms in Bauchi and market fire disaster in Azare to provide further supports to victims of the disasters that occurred in Bauchi State, Director General of NEMA Engr Mustapha Maihaja has said.

Speaking in his office today when he received the Governor of Bauchi State Mohammed Abubakar, the Director General of NEMA said the assessment would be jointly carried out with officials of the Bauchi State government to ascertain the damages and come up with modalities on how to further support the communities in addition to the initial intervention by the agency.

Engr Maihaja sympathized with the Bauchi State Government over the disasters and said President Muhammadu Buhari who had earlier visited the state, has directed NEMA to fully support the victims, a task he said the agency is prepared to accomplish.

The Governor of Bauchi State, Mohammed Abubakar said the visit was a follow up to appreciate the prompt response of the President and intervention of NEMA to the victims of the disasters.

The Governor said the Bauchi State Government was prepared to collaborate with the Federal Government and any other organization or individuals towards the restoration of livelihoods and reconstruction of the damaged homes in Bauchi and the Azare Market as well as providing any other supports for recovery of the market traders.

NEMA ADVISES STAFF TO END STRIKE ACTION

The management of the National Emergency Management Agency is surprised to discover that the offices of the agency were shut down  on Monday by the action of the staff union without any prior notice.

Reasons for the union action were later discovered to have arisen from issues that were already being addressed.

For instance, the Group Life Insurance for the staff has already been approved. This is beside the personal accident insurance that is also being worked out to cover the staff in the course of their duties.

It should be noted that current management initiated the process for a new condition of service for the staff which the Chairman of NEMA Governing Council has given a consent and even set up an Establishment Committee which is expected to  come up with relevant recommendations. The committee has sat three times and received necessary briefings and would soon forward its report for consideration and approval by the council.

While the management in efforts to resolve issues of outstanding claims inherited from the past administration, constituted a committee that has been verifying staff claims and payment process have commenced for those cleared.

However, the issue of Emergency Responses Team allowances being canvassed by the union has no basis of approval from the salaries and wages Commission. The management do not desire to engage in any illegality. This has been severally communicated to the staff.

The management wishes to draw attention of the staff and stakeholders to note that the strike action embarked by the union is illegal and  do not conform with any known labour law or norms. The management views the current action by union as deliberate attempt to sabotage the government.

Therefore, the union is hereby advised to discontinue the strike action as the management is open for dialogue on any issues of concern to the staff.

The management will continue to be resolute in its commitment to staff welfare and ensuring due process in the discharge of NEMA mandates.

Federal Government commences Mass Evacuation of Nigerians Stranded in Libya back home

A Federal Government Delegation led by the Hon Minister of Foreign Minister Affairs Geoffrey Onyema and comprising of the Director General of National Emergency Management Agency Engr Mustapha Maihaja and other heads of relevant agencies has arrived Libya to commence the process of massive evacuation of Nigerians stranded in the North African country back home.

The delegation arrived Tripoli, Libya on Wednesday ahead of the actual evacuation operation that is expected to commence on Friday (tomorrow) with the airlift of the stranded Nigerians by two indigenous carriers engaged for the exercises.  

A total of 5, 037 stranded citizens have been identified for the evacuation back home. The Nigerian mission in Libya is coordinating the identification of the Nigerian migrants with the support of the International Organization for Migration and are being joined by a technical team for the evacuation exercise comprising representatives of all relevant agencies.

A reception centre has been established in Port Harcourt where the returnees on their arrival would be formally received and profiled before being transported to their various states.

The evacuation exercises is being led by the Federal Ministry of Foreign Affairs and coordinated by the National Emergency Management Agency with the involvement of all the relevant agencies.

The Federal Government delegation  that has arrived Libya are made up of the Honourable Minister of Foreign Affairs Geoffrey Onyema, Senior Special Assistant to the President on Foreign Affairs and Diaspora Hon Abike Dabiri-Erewa, Director General NEMA Engr Mustapha Maihaja, Comptroller General of the Nigerian Immigration Service Muhammadu Babandede, Director General National Agency for the Prohibition of Trafficking in Persons Julie Okah-Donli, Federal Commissioner National Commission for Refugees Sadiya Umar Faruq and representatives of other security agencies.
